Eclair is on page 34 of Victorian Display Alphabets: 100 Complete Fonts by Dan X. Solo and also on page 16 of The Solotype Catalog of 4,147 Display Typefaces as Julie. The Eclair listed in the Solotype Catalog is an entirely different typeface.
According to Type Historian, Eclair was designed by Henry Brehmer for the Bruce Foundry of New York between 1869 and April 1876.

This is based on the Eclair scan posted by Poukha late last month. The
Eclair scan was taken from Dan X. Solo's book, Victorian Display Alphabets.
Eclair is in the (page 16) as Julie.
The characters on the attached image are the characters found in the scan. I
added some more characters -- some are ok and, unfortunately, some are not
good.
The font (in Open Type, True Type and Windows Type 1) is available at

If you missed Poukha's Eclair scan, it is still available at stben, but you
will to wade through the CPP-gebruiker spam if you have not filtered it out
yet.

According to my shorthand system for [yellow-highlighted] "comments"
in the PDF you saw, DXS=The Solotype Catalog; V=Victorian Display

Eclair, V 34 [1976] is identical to Julie, DSX 16 [1992].
I personally guarantee that this face was designed by Henry Brehmer
for the Bruce Foundry of New York after 1869 and before April 1876 .
